The BHVS membership is on free will and its members are fully independent. There are three categories of membership: founder-members, members, and honorary members. New members are admitted after an application to the BHVS Advisory Council, where the applicant states that he/she accepts the BHVS Statute and would voluntary work under its regulations.

Vexillologist, MA graduate in history. Former curator of the National Museum of Military History, colonel of the reserve. He is the author of the books: Bulgarian Military Flags and Banners, 1998, Flags of the States of the World, 2002, and Symbols of Bulgaria: Arms, Flag, Anthem, 2004, as well as, of many studies and articles on vexillology.
